At the heart of vibrant urban environments, particularly beneath major transportation corridors, bridges, and vital city routes, there exist neglected spaces and vacant areas\u2014especially within public transport stations and central terminals\u2014that have gradually become blind spots and random gathering points. These locations have turned into unsightly areas characterized by unpleasant odors and inappropriate practices that inconvenience passersby, offend public sensibilities, distort the city\u2019s appearance, and pose risks to public health.<\/p>\n<p dir=\"ltr\">When citizens pass daily beneath these structures or move between platforms within public stations, they encounter a reality that conflicts with ongoing urban development efforts. The unpleasant odors emanating from these neglected corners affect not only physical comfort but also the overall quality of the urban experience. Such abandoned spaces, lacking identity and purpose, require urgent engineering and organizational intervention.<\/p>\n<p dir=\"ltr\">Addressing this negative situation cannot rely solely on prohibition or individual awareness campaigns. Rather, it requires redefining the function and character of the space itself. The proposed initiative seeks to transform these neglected areas beneath bridges and within public stations into integrated service facilities through two primary approaches:<\/p>\n<ul dir=\"ltr\">\n<li>Establishing modern public restroom facilities subject to strict health supervision and operated through sustainable management mechanisms that ensure cleanliness and long-term viability, thereby providing a dignified and practical service for commuters and pedestrians.<\/li>\n<li>Utilizing the remaining spaces to create organized rest areas, small commercial kiosks for newspapers and beverages, or facilities offering quick public services.<\/li>\n<\/ul>\n<p dir=\"ltr\">The initiative also highlights the usufruct model as a sustainable economic solution and a successful form of public-private partnership that avoids placing additional administrative and financial burdens on government budgets.
