Vertex International University announced the signing of an academic partnership and cooperation agreement with Sudan Open University, in the presence and under the patronage of Dr. Reem Bashir Ghannam, Chairperson of the Board of Directors of Vertex International University, Professor Abdelkhaleq Fadl Rahmatallah, Director of Sudan Open University, and Professor Ahmed Ramadan, the University’s representative in Sudan and Africa. This agreement comes within the framework of both universities’ commitment to strengthening academic and scientific cooperation and advancing higher education pathways in a manner that serves students and the academic community.

This agreement represents a strategic step within Vertex University’s direction toward expanding its network of academic partnerships with leading educational institutions. It reflects the University’s commitment to advancing electronic higher education and enhancing integration between modern educational models and open education systems, in line with social, economic, and scientific developments at both regional and international levels.

Sudan Open University: Education for All

As an extension of the higher education revolution, and in response to the need to expand educational capacity in a manner that suits the social, economic, and scientific conditions of those seeking to pursue higher education, as well as a desire to liberate higher education from all temporal and spatial constraints, the need for an open education system became evident. Complementing the role of traditional on-campus education, the Council of Ministers issued Decision No. (164) in April 2002, corresponding to 2 Safar 1432 AH, approving the establishment of Sudan Open University as a governmental university adopting the open and distance learning system.

The University carries the slogan “Education for All”, and through its vision and objectives seeks to liberate higher education from constraints that hinder its role in comprehensive social development. It aims to provide higher education to those who wish to pursue it in a manner consistent with their social and professional circumstances, while overcoming temporal, spatial, ethnic, and racial barriers.

Sudan Open University also aims to promote lifelong learning and community education, and to create large-scale human development through the dissemination of higher education and the preparation and qualification of trained human resources capable of meeting development needs. In addition, the University seeks to enhance the efficiency of utilizing existing human and material resources in higher education, so that Sudanese universities become centers of the Open University, and their faculty members, laboratories, and lecture halls become integral components of its academic system.

The University works to address the increasing numbers of students who are unable to secure places in traditional universities, and to reduce the impacts of the higher education expansion, including faculty shortages, limited university libraries, and the challenges students face regarding living conditions, housing, and transportation—particularly for female students. Moreover, Sudan Open University supports higher and general education institutions through modern educational technologies, providing high-quality specially designed university textbooks and a comprehensive electronic library, in addition to admitting large numbers of learners, thereby reducing the cost of educating each student within this system.

Objectives of the Agreement and Areas of Cooperation

This agreement aims to establish a formal framework for academic and scientific cooperation between the two universities, supporting educational quality, program development, scientific research, and community service. The cooperation includes, but is not limited to, the following areas:

  • Integration of academic programs and the development of joint curricula and programs in fields of mutual interest.
  • Academic cooperation and mutual recognition of programs and degrees in accordance with the regulations and policies applied by each university.
  • Exchange of academic and educational expertise between faculty members and administrative staff of both universities, enhancing educational quality and institutional development.
  • Student exchange to complete part of the requirements of their academic or research programs at either university in accordance with approved regulations.
  • Implementation of joint scientific research and development projects, as well as the organization of joint conferences, seminars, and scientific workshops.

Both universities affirm their commitment to making this agreement a model for constructive cooperation among Arab universities, contributing to the advancement of scientific research, the enhancement of educational quality, and the strengthening of the role of universities in serving society.
